Phase I of P4S is known as the "CSA Plan": a multi-step planning and implementation guide to scaling CSA. CSA Plan is a set of flexible and participatory processes that guide stakeholders through four steps (below) of climate-smart agriculture programming and policy making. Components are tailored to the stakeholders specific needs and are applicable from local to continental levels. The components of CSA Plan can be implemented individually or stepwise, with each building on the previous.
